Federal Transit Administration/Office of Program Management-Triennial Reviews
All transit agencies that receive Urbanized Formula Grant Program funds
must undergo a review on a three-year cycle to assess the policies in
place and the management of grants. These federally mandated triennial
reviews examine grantee compliance with Federal Transit Administration
(FTA) regulations and statutory requirements in 23 areas.
has a multi-year contract with the
FTA to conduct triennial reviews, and has performed over 250 of these
reviews throughout the nation. During a site visit, the Team
meets with management to discuss administrative and statutory requirements;
review documents; inspect a sample of FTA-funded vehicles; and tour
facilities to obtain an overview of activities related to FTA-funded
projects. Civil rights and Americans with Disabilities Act (ADA)
issues are also included as areas of review. At the conclusion of
the site visit, issues a report to the grantee identifying
reas of deficiency and non-deficiency. Following the site visit,
enters findings in OTRAK, the FTA’s database for tracking
findings and corrective actions.
Under this contract, prepares guidance materials and
conducts training courses for FTA staff, grantees, and contractors.
On an annual basis, we revise the following sections of the Triennial
Review Contractors’ Guide: Financial Capacity, National Transit
Database, Civil Rights, ADA, and Drug and Alcohol Program.
Redevelopment Assistance Capital Program-Commonwealth of Pennsylvania
The Redevelopment Assistance Capital Program (RACP) is a grant program
in the Commonwealth of Pennsylvania for the construction of improvement
projects that involve efforts to revitalize communities through
redevelopment of physical resources and infrastructure.

with regulatory guidelines. The firm is monitoring redevelopment
projects in counties throughout the state that include renovations
to historic structures, property acquisition, and infrastructure
development.
